Preparing for the Hazardous Waste Electronic Manifest (e-Manifest) System 

WARWICK, RHODE ISLAND – Advanced Chemical Company has taken the proper steps internally, in preparation to conform with the United States Environmental Protection Agency’s (EPA) new hazardous waste electronic manifest system, more commonly known as e-Manifest. This system and associated regulatory revisions will go into effect on June 30th, 2018.

The new e-Manifest system will modernize the nation’s cradle-to-grave hazardous waste tracking process, while saving valuable time, resources, and dollars, for hazardous waste generators and receiving facilities.

Customer Service Manager, Christina Rodrigues, states “Advanced Chemical Company has been proactively preparing for this change in the regulation, so that there is minimal-to-no impact on our customers. We have been closely monitoring the EPA’s implementation of this newly revised standard, since it was approved by Congress in October 2012. It is our belief that these procedural changes in how manifests are developed and dispersed, will prove to be beneficial for organizations such as ours, and our customers”.

Customers of Advanced Chemical Company who are generators of hazardous waste, can utilize the EPA’s e-manifest website to create electronic manifests. Although organizations are not required to use the e-Manifest system, it is highly recommended by the EPA, and will provide efficiency and financial benefits to those who register. Organizations who elect not to utilize the e-Manifest system, should be aware that uniform manifests are being replaced with a new 5-copy form. The new form will be effective starting on June 30, 2018, and a higher cost will be assumed by the generator when a TSDF submits a paper copy to the EPA.

EH&S Manager, Charles Volpe added “Although paper uniform manifests will still be relevant, the new e-Manifest software is extremely user friendly, and spares significant amounts of time for the preparer, transporter, and receiving facilities. Advanced Chemical Company can provide training or technical assistance, to those companies who wish to register within the e-Manifest system, upon request”.

Companies who wish to utilize this system must have an EPA identification number. Users can register for different permissions within the cloud-based software, related to whether they want to view, create, and/or sign manifests electronically. Each user within an organization must register separately.

Your state may have other information that is specific to your state or Region. In this case, state-specific fact sheets are posted on your state’s website and/or shared with you.

It should be noted that this change in regulation is not associated with any compliance related requirements under 49 CFR (Transportation Regulations); paper copies of the Land Disposal Forms and Emergency Response Guides must still accompany all shipments of regulated wastes.
